I’ve witnessed this type of behaviour and I’ve been the target of it. I believe that the perpetrators tend to be people who have low self-esteem and when they get new-found power they misuse and abuse it to give themselves a boost they wouldn’t otherwise get.

I agree. I detest passive-aggressive bullies. I don’t respond well to this sort of behavior, regardless of who it comes from.
